The Shrike has controlled Low City for roughly 30 years after pushing out the Jontil who only linger on as a band of highwaymen. The Shrike have proven difficult to remove despite the lack of any clear protection from the nobility, largely due to the compartmentalized structure of the organization.

The Talons

The Talons operate with a good deal of autonomy, trying to specialize their gang and avoid infighting with varying degrees of success. There are five Talons active currently, although there have been as many as eight or as few as two in the past.

The Beak is spoken of in hushed tones, a veritable ghost of legend who gives direction to their Wings through magical messages and dead drops.
